Following our delivery of its sports facilities strategy, KKP was then commissioned to deliver RBK’s leisure facilities masterplan. In so doing we:
- Clarified and interpreted its health and wellbeing strategy ambitions.
- Delivered effective detailed consultation getting ‘under the skin’ of the micro-communities in the borough to inform key decisions about where facilities should be, the elements they should contain and who they should cater for.
- Evaluated how specific cost-effective facility combinations could also deliver strong social value.
- Produced gravity modelling to ensure complementary provision, operational efficiency and capital cost effectiveness.
RBK was clear about its desire for multi-sport facilities, co-location and community hubs. Our masterplan and feasibilities for new leisure facilities took the recommendations through to masterplan development for five sites. It culminated in:
- Validated recommendations setting out where leisure facilities were to be located.
- Development of individual site facility specifications and masterplans.
- Accurate capital cost appraisal (including lifecycle cost plans) for each facility.
- Business plans and sensitivity analyses for each (and the combination of) venues.
- Clear recommendations with regard to green technology and the cost of this balanced against long-term environmental and climate change impacts and financial viability.
- A priority order for implementation along with the most beneficial approach to capital financing.
- A recommendation for the best management and operational model.
In a subsequent commission (following a change of ruling party) we reviewed the new Corporate Plan and Kingston Town Centre Vision to reflect revised outcomes, deliver a gap analysis and consultation to sense check initial proposals. We then progressed plans for redevelopment of the New Malden Centre and further reviewed other early stage proposal providing a revised due diligence on business plans.
