Manchester City Council – PPS, IBF, OSS and action sports strategies

Between 2021-2023 KKP delivered the City’s playing pitch and outdoor sports strategy (PPS), indoor & built facilities strategy (IBF) and open spaces strategy (OSS) plus a unique community action sports (skateboarding, scooting, in-line skating and BMX) needs assessment and strategy.

The OSS incorporated review of more than 2,000 sites – all conducted by KKP’s dedicated specialist in-house researchers. Supply and demand evaluation was supported by in-depth consultation with key strategic agencies, MCC officers, local partners, stakeholders, community, and community/interest-specific groups.  City-wide and sub-area based current and future need was analysed and is informing strategic prioritisation of improvement, provision, and funding.

The IBF, in addition to evaluating swimming pools, sports halls and fitness/studio venues, covered an extensive range of other sports (from gymnastics to bowls, boxing to climbing and parkour to table tennis) plus indoor action sports. (KKP was subsequently commissioned to assess the feasibility of developing a national indoor skateboarding and BMX freestyle centre to service the needs of elite action sports performers and the community).

The PPS (the third iteration now delivered by KKP for the City) evaluated provision for all the main pitch sports, Manchester’s artificial pitch stock and playing space for sports such as Gaelic sports, lacrosse, athletics, tennis, netball, American football and softball.
