States of Jersey – National Strategy, related strategic planning and implementation support

Part of an extensive suite of sequential and concurrent strategic planning assignments that KKP has delivered and has been retained to continue to support, the process commenced when we support the externalisation of its large sports development team, supporting its establishment as a charitable trust and appointing its CEO.

The overarching Inspiring an Active Jersey 2020 – 2030. https://www.jerseysport.je/about-us/strategy/ sets out the Government’s ambition to develop sport and leisure facilities and services on the Island. KKP ran the related public consultation which underpinned the adoption of the Island’s subsequent 10-year Inspiring Active Places Strategy https://inspiringactiveplaces.je/ This sets out the vision for public sports and wellbeing facilities and services over the same time period.

A related key component is construction of new/refurbishment of existing sports facilities – the changes (which KKP is supporting managing) will result in development of a financially sustainable, leisure operation reflecting the Inspiring Active Places strategy. This has encompassed a comprehensive business review in which we evaluated the structure, roles, competencies and effectiveness of the whole Council leisure services establishment.

Strategy (and related needs assessment, feasibility study and options appraisal processes) are overseen by a Government appointed steering group via which regular ‘check and challenge’ processes are delivered. KKP is leading a wide range of consultation, workshops and challenge sessions, generating key issues papers and facilitating stakeholder engagement across what is now a wide range of strategy led capital projects and sports development led programmes.
