Wigan Council – Leisure Service Review

Client: Wigan Council

Project: Leisure Service Review

Our technical assessment of the specification and performance of leisure facilities/venues managed directly by the Council and in which it has a stake:

  • Reviewed the scale, location and composition of supply and whether it reflects the distribution, demography and demands placed upon them by the Borough’s population.
  • Determined commercial sales and retention targets for fitness and learn to swim.
  • In the context of its Be Well service, factored in key social, health and economic factors.

We determined the appropriate optimum level of provision to serve the Authority in respect of fitness, sports halls and pool provision factoring in projected population growth and changes in the borough age profile and planned residential development across the borough in key settlements. The process produced strategic recommendations and short-term individual facility-specific operational plans focused on fitness and learn to swim programmes.
